Tweet This Do you know why it is important to only hire locksmiths that are licensed and professionally bonded? Most likely this sounds completely foreign to you, but it is information you should know. The most important reason is because many countries and states have such laws stating that locksmiths must be licensed. They actually must be licensed through the Bureau of Security and Investigative Services.

The second reason is because when licenses are handed out to bonded locksmiths, the government and other agencies such as the FBI collect identification details. They collect such information as fingerprints. The reason for this is so that the government can see if the locksmith has a criminal background. If so, they will not issue a license to them to ensure the safety of customers. They want to make sure that the locksmith you are hiring is legitimate and that he uses his craft to ensure your safety, not to make things more accessible. (quality reviews)

The last reason you should only hire locksmiths that are licensed and professionally bonded is because there are unfortunately people out there that just want to take advantage of others. These people are often inexperienced and very unprofessional. They may call themselves locksmiths, but in actuality they are just looking for a quick way to make some cash. They will attempt to give you advice on different types of locks and keys, but they actually have no idea what they are talking about. They might also make extra copies of your keys or not properly install your new lock.

If you are looking for someone to give you qualified advice and recommendations on security needs in your home or office, you will want to ensure that the locksmith is licensed. Without a license they might not be able to install electronic security systems or locks properly. This could possibly cause wiring problems in your home and cause serious problems such as small fires or your electricity going out.

You should also find out if the locksmith you will be using has liability insurance. This insurance protects the client and locksmith against any accidental damage to the property or to life. A bonded locksmith is one that pays a fee, which is often quite nominal. Once the locksmith passes a background check, the bonding company is able to reimburse money in the case of an accident up to a previously agreed upon amount. Bonding is similar to insurance; it is just added protection for the client. Most big industries offer bonding for locksmiths in their respective areas.

Once you have found a Sacramento locksmith you like, you should ask them for the license number. With this number you can contact the business bureau in your area and see if the number is from a government issued license or not.

Cases of West Nile virus set record, deaths rise: CDC

NEW YORK (Reuters) - A total of 1,590 cases of West Nile virus, including 66 deaths, were reported through late August this year in the United States, the highest human toll reported by that point in the calendar since the mosquito-borne disease was first detected in the country in 1999, health officials said on Wednesday.

The toll is increasing quickly and "we think the numbers will continue to rise," said Dr. Lyle Petersen, director of the U.S. Centers for Disease Control and Prevention's Division of Vector-Borne Infectious Diseases.

Through last week, 1,118 cases and 41 deaths had been reported. The updated figures represent a 40 percent increase in the number of cases and a 61 percent spike in the number of deaths, but are short of the all-time record for a full year: 9,862 cases and 264 deaths in 2003.

In hard-hit Texas, the number of confirmed cases soared to 733, up 197 from last week, said Dr. David Lakey, commissioner of the Texas Department of State Health Services. Deaths reached 31, up 10 from last week.

"It looks like it is going to be our worst year ever," said Lakey. "As I look at the data, I'm not convinced we have peaked."

All 48 contiguous states have reported cases of West Nile virus in birds, which act as hosts; in mosquitoes, which transmit it by biting birds and then mammals including humans; or in people. Only Alaska and Hawaii have been spared. And 43 states have at least one human case.

"The virus is endemic at this point throughout the United States," with the possible exception of high-altitude regions such as the Rocky Mountains, said the CDC's Petersen. "There is a risk almost everywhere."

So far, however, more than 70 percent of the human cases have been reported in just six states: Texas, South Dakota, Mississippi, Oklahoma, Louisiana, and Michigan.

Only 2 percent to 3 percent of cases of West Nile fever are reported to health officials, said Petersen, which suggests that the actual number of cases is 30 to 50 times higher than reported.

That is partly because an estimated 80 percent of infected people have no symptoms, said Dr. Robert Haley, of the University of Texas Southwestern Medical Center in Dallas, in an essay last week in the Journal of the American Medical Association.

About 20 percent of infections cause only mild symptoms, including aches and fever, explained Haley. One in 150 people infected with the virus develop neurological conditions such as meningitis, encephalitis and other illnesses that can cause disorientation, cognitive impairment, muscle weakness, and movement problems that resemble those of Parkinson's disease.

Of those who develop this "neuroinvasive" form of West Nile, an estimated 4 percent to 18 percent die, said Haley, mostly those who are older or suffering from other illnesses.

THE HOTTER THE WEATHER, THE FASTER THE VIRUS

There is no treatment for West Nile infection, and no vaccine. The disease is transmitted by Culex pipiens mosquitoes, also known as common house mosquitoes, and the only preventive measure is to avoid being bitten.

People can reduce their risk by eliminating the small pools of standing water - in bird baths, outdoor flower pots and the like - where C. pipiens breed.

Public health experts and entomologists are baffled about why 2012 is such a big year for West Nile. But Petersen said a U.S. heat wave has been an important contributing factor.

"Higher temperatures foster faster reproduction of both the mosquito and the virus," said Tony Goldberg, professor of epidemiology at the University of Wisconsin, Madison, who has studied urban outbreaks of West Nile since shortly after the virus arrived in the Midwest.

"The hotter it is, the faster the virus can replicate," said entomologist Gabe Hamer of Texas A&M University.

As the virus reproduces more quickly inside its bird host -- it likes species from robins and blue jays to sparrows -- there is a greater chance that a mosquito biting the bird will pick up a large number of viruses and transmit them to its next victim.

Higher temperatures also increase mosquito activity, making them more likely to be flying around, especially at night, and looking for a meal.

Another factor contributing to this year's outbreak is the continuing cycle of droughts and downpours, a precipitation pattern predicted by models of climate change.

Intense rain fills drainage ditches, storm sewers and culverts, and washes grass clippings, leaves and other organic matter into those pools of standing water, explained Wisconsin's Goldberg. Mosquitoes prefer to breed in water that has rotting organic matter.

With normal rainfall, those breeding pools are washed away in the next storm. But when heavy spring rains are followed by summer dry spells, as has been the case in much of the United States this year, the breeding pools remain for weeks or months, said Goldberg, and the mosquito population explodes.

"As we keep getting more climate extremes," he said, "there will be more years with many more cases of West Nile."

Improving water quality can help save coral reefs

Research from the University of Southampton and the National Oceanography Centre, Southampton has found that an imbalance of nutrients in reef waters can increase the bleaching susceptibility of reef corals.

Corals are made up of many polyps that jointly form a layer of living tissue covering the calcareous skeletons. They depend on single-celled algae called zooxanthellae, which live within the coral polyps.

The coral animal and the associated zooxanthellae depend on each other for survival in a symbiotic relationship, where the coral supplies the algae with nutrients and a place to live. In turn, the algae offer the coral some products of their photosynthesis, providing them with an important energy source.

High water temperatures can block photosynthetic reactions in the algal cells causing a build-up of toxic oxygen compounds, which threaten the coral and can result in a loss of the zooxanthellae.

Without the algae, corals appear white, a state which is often referred to as 'bleached'. Bleaching often leads to coral death and mass coral bleaching has had already devastating effects on coral reef ecosystems.

The study of University of Southampton, published in the latest issue of the journal Nature Climate Change, has found that nutrient enrichment of the water can increase the probability of corals to suffer from heat-induced bleaching.

Within the coral, the growth of zooxanthellae is restricted by the limited supply of nutrients. This allows the algae to transfer a substantial amount of their photosynthetically fixed carbon to the coral, which is crucial for the symbiotic relationship.

Algal growth becomes unbalanced when the availability of a specific nutrient decreases compared to the cellular demand, a condition called nutrient starvation.

Researchers from the University of Southampton based at the Coral Reef Laboratory in the National Oceanography Centre, Southampton, found that an increased supply of dissolved nitrogen compounds in combination with a restricted availability of phosphate results in phosphate starvation of the algae. This condition is associated with a reduction in photosynthetic efficiency and increases the susceptibility of corals to temperature and light-induced bleaching.

Dr Jrg Wiedenmann, Senior Lecturer of Biological Oceanography at the University of Southampton and Head of the Coral Reef Laboratory, who led the study, says: "Our findings suggest that the most severe impact on coral health might actually not arise from the over-enrichment with one group of nutrients, for example, nitrogen, but from the resulting relative depletion of other types such as phosphate that is caused by the increased demand of the growing zooxanthellae populations."

Dr Wiedenmann adds: "Our results have strong implications for coastal management. The findings suggest that a balanced reduction of the nutrient input in coastal waters could help to mitigate the effects of increasing seawater temperatures on coral reefs. However, such measures will be effective only for a short period of time, so it is important to stop the warming of the oceans, which will otherwise destroy most of the reefs in their present form in the near future.

"Finally, our results should help the design of functioning marine reserves."

Court sentences Russia rockers to 2 years

Three members of the Russian feminist punk band Pussy Riot remain in jail after a performance in protest of Vladimir Putin in a Moscow cathedral. NBC's Michelle Kosinski reports.

By NBC News wire services

Updated at 11:29 a.m. ET: MOSCOW -- ?A judge sentenced three women who staged an anti-Kremlin protest on the altar of Moscow's main Russian Orthodox church to two years in jail each on Friday in a trial seen as test of President Vladimir Putin's tolerance of dissent.

The trio from punk bad Pussy Riot, handcuffed in a courtroom cage, reacted with giggles and one rolled her eyes when the judge issued the sentences after reading the guilty verdict for almost three hours.

A man in the courtroom shouted "Shame!" and hundreds of protesters outside the Moscow courthouse repeated that chant and whistled when news of the sentence came.

"They are in jail because it is Putin's personal revenge," opposition leader Alexei Navalny said in the courtroom. "This verdict was written by Vladimir Putin."

Nadezhda Tolokonnikova, 22, Maria Alyokhina, 24, and Yekaterina Samutsevich, 30, were convicted of hooliganism motivated by religious hatred for performing a "punk prayer" in Moscow's Christ the Savior Cathedral. They called on the Virgin Mary to rid Russia of Putin.

Their feminist punk collective has about 10 members who appear in public in ski masks for anonymous impromptu performances they describe as a form of protest art.

The defendants said they were protesting against close ties between Putin and the Russian Orthodox church and did not intend to offend believers, but the judge rejected those arguments.

The U.S. Embassy in Russia criticized the sentences.

"Today's sentence in the Pussy Riot case looks disproportionate to the actions," the U.S. Embassy in Russia wrote in Russian on Friday on its Twitter microblog.

Pussy Riot supporters protest at Russian cathedral as global campaign heats up

Prosecutors had requested three-year sentences. The two-year sentences include the nearly six months served since the defendants were jailed following the Feb. 21 protest.

Members of the punk band Pussy Riot -- Nadezhda Tolokonnikova, center, Maria Alyokhina, right, and Yekaterina Samutsevich, left -- are escorted Friday by policewomen inside a Moscow court building.

In a sign of the tension over the trial in a small Moscow courtroom, Judge Marina Syrova was assigned bodyguards on Thursday following what authorities said were threats.

Divisions
The trial divided Russia's Orthodox Christians, with many backing the authorities' demands for severe punishment, but others saying the women should be granted clemency.

The trial featured a parade of state witnesses say they were traumatized by the church performance, which prosecutors called an abuse of God.

Russia's Pussy Riot: Unmasked and on trial

Ahead of the verdict, their lawyers said the outcome will be dictated by the Kremlin. Putin's supporters denied that and portrayed the women as blasphemers and self-publicists who should be punished for committing a premeditated outrage against the Church.

Members of Pussy Riot were found guilty Friday after staging this protest on Feb. 21, 2012, inside Christ The Savior Cathedral in Moscow.

"It was a conscious deed. They understood quite clearly where they were going and why," said Vladimir Burmatov, who represents Putin's United Russia party in parliament.

Pussy Riot was formed last year in anger at Putin's decision to return to the presidency in an election after four years as premier. The band's public performances were popular on the Internet, but it is the trial that has brought them global fame.

The charges against them raised concern abroad about freedom of speech in Russia two decades after the collapse of the Soviet Union.

Pop star Madonna has joined the chorus of criticism over the trial of a Russian women's punk band accused of religious hatred. The three women face years in jail after mounting a protest against Vladimir Putin on the altar of the country's main cathedral. It's part of a widening government crackdown on dissent. ITV's Paul Davies reports.

Small, but raucous protests were held Friday in a few dozen cities in support of the three women. A few dozen people came out in Barcelona, Spain, a couple hundred in Paris, and a handful in Washington. Other rallies were held in Bulgaria, Ukraine and elsewhere.

More Russia coverage from NBCNews.com

The opposition says Putin saw the trial initially as a chance to strengthen his relationship with the influential Russian Orthodox Church -- about 70 percent of Russians say they follow the faith -- but his plans backfired.

Although believers were united in outrage that the band thrashed out a "punk prayer" deriding Putin in a place they consider sacrosanct, many were upset by the Church hierarchy's lack of forgiveness and calls for "divine retribution."

From March 2012: Anti-Putin activists pay high price, but refuse to back down

Many Russians, including some of the Orthodox faithful, are concerned about ties between church and state under Patriarch Kirill, who has praised Putin's rule as a "miracle of God."

Aware that a long sentence could reinforce the picture Pussy Riot has painted of him as intolerant and repressive, Putin told reporters this month that although the women had done "nothing good," they should not be judged too harshly.

But the damage to Putin's image abroad has already been done, and divisions between his supporters and opponents have widened, risking polarizing society even more than when protests took off against his 12-year-rule during the winter.

In moves seen by the opposition as a crackdown, parliament has recently rushed through laws increasing fines for protesters, tightening controls on the Internet -- which is used to arrange protests -- and imposing stricter rules on defamation.

Reuters and The Associated Press contributed to this report.

Aftermath: Growing in Grace Through Grief~Book Review

Aftermath: Growing in Grace Through Grief~by Margaret McSweeney

?

Growing in Grace Through Grief

Loss is a four-letter word that grips our hearts and gridlocks our lives. Grief can hold us captive until we surrender it to God. How do we find the necessary grace to journey through the mourning process?

Juxtaposed to the outpouring of her mother?s words about grief, the author shares her parallel journey from the emotional abyss of grief after becoming an adult orphan. With candor, the author shares her own emotions experienced along the spectrum of loss after her parents? deaths: denial, anger, bargaining, depression, and acceptance?adding interactive options for readers.

Five sections cover these common emotions and provide:

? comfort Scripture lists
? counsel sections from grief experts
? chronicling sections with detailed helps
? tangible handles on dealing with grief during holidays, capturing loved ones? legacy, and more.

?

My Thoughts

None of us wants to deal with grief and yet at some point in our lives all of us experience the deep sorrow that is grief. When we lose a parent, grandparent, spouse, friend, sibling or child. We all experience that deep desperate hole of grief that can swallow us up so thoroughly we think feel we cannot cope.

In her book Aftermath Margaret McSweeney shares with us a glimpse of her own grief at the loss of her parents.? In each chapter she shares with us the emotions of grief. The chapters include:

  • Grief needs no introduction
  • Shock
  • Denial
  • Anger
  • Bargaining
  • Depression
  • Acceptance
  • A Comfort Box
  • Handles for Helping
  • Footprints of Faith
  • Leaving a Legacy
  • Learning to Fly
  • Grace in the Wilderness

?

Sharing excerpts from her mother?s book and Ms. McSweeney?s own stories and experiences, this book will touch you in your deepest places. Helping us to deal with our own struggle with grief and helping to deal with our losses

There are sections in the book that contain comfort scriptures that I found very helpful and uplifting.

In the later chapters of the book there are topics to help process grief: a comfort box, leaving a legacy, grace and faith.?

I would highly recommend this book to anyone struggling with their own grief.

Why Do I Need A Real Estate Agent? ? Silicon Valley and Beyond

Post image for 5 Reasons You Need A Realtor?

by The Dawn Thomas Team on August 16, 2012

A lot of people ask themselves, ?Why do I need a Realtor??? Which is why companies like Redfin have sprouted up to ?help you save money.? Unfortunately, for quite a few people, companies like Redfin often make what Realtors?* do seem easy and worry free.?Your Realtor? is your gatekeeper, not to sit back and make a commission as Redfin would like you to believe-its because we?re experts and while we know that you may be able to handle a transaction: this is our career. Of course the Dawn Thomas Team loves to help people sell their homes and to help buyers find a home of their dreams-the chance you give us to step into your lives and help you with a huge transition or purchase is why we do this- but ultimately we want what?s best for our clients and we leave that up to them! Read on to see the 5 Reasons we think you Need A Realtor? or more accurately; an expert in Real Estate.

  1. A real estate transaction is complicated. In most cases, buying or selling a home requires disclosure forms, inspection reports, mortgage documents, insurance policies, deeds, and multi-page government-mandated settlement statements. Having a knowledgeable team through this complexity can help you avoid delays or costly mistakes.
  1. Selling or buying a home is time consuming. Even in a strong market, homes in our area stay on the market for an average of 40 days. And it usually takes another 60 days or so for the transaction to close after an offer is accepted.
  1. Real estate has its own language. If you don?t know a CMA from a PUD, you can understand why it?s important to work with someone who speaks that language.
  1. The Dawn Thomas Team has done it before. Most people buy and sell only a few homes in a lifetime, usually with quite a few years in between each purchase. And even if you?ve done it before, laws and regulations change. That?s why having an expert on your side is critical.
  1. The Dawn Thomas Team provides objectivity. Since a home often symbolizes family, rest, and security, not just four walls and roof, homeselling or buying is often a very emotional undertaking. And for most people, a home is the biggest purchase they?ll ever make. Having a concerned, but objective, third party helps you keep focused on both the business and emotional issues most important to you.

*The difference between someone calling themselves a Realtor? versus a Real Estate Agent can be confusing. Every Realtor? is a Real Estate Agent, the?trademarked?term means that we have decided to affiliate ourselves with the National Association of Realtors? -a trade organization of more than 1 million members nationwide-?and in our case;the California Association of Realtors? and a local board.?REALTORS??subscribe to a stringent code of ethics that helps guarantee the highest level of service and integrity

What is Student loan default? | Business & Finance

What is Student loan default?

?

The student loans are taken for completing the education. The student loans are basically federal loans. These loans are more like financial aid to the students that helps a student to complete the education by lending money during the total enrolment period. However, some student may not repay the loans in time. In this default situation the lenders have some strategies to collect the money. The students may also follow some strategies to get out of the default.? Here you get to know more about it.

?

Collecting loans through tax refund:

?

If the student fails to repay the student loan the lenders find some ways to make the repayment. In the default situation, most of the lenders collect the money by turning the loan in to tax refund anticipation loan. And in that way they collect the repayment money.

?

Taking money from the deposited income:

?

If the lenders can not make ht repayment on the way of tax refund, they collect the money in another way. The students earn money and deposit the money. In fact, there is a centrally organized way of depositing money. The lenders of the student loans, in times of default collect the money form that deposited account.

?

The lenders cut away 15% of the deposited amount each month until the total repayment is done. But there are limits in cutting money from the deposited account. The lenders can cut not more than thirty times from the deposited account.

?

Negotiating repayment schedule:

?

The above state ways are the forced repayment. Some lenders do not prefer forced repayment. In fact, they prefer negotiating with the students. It may happen that a student may not repay the student loans timely as the student has to be busy with education. So, it is not unusual for them to fail the repayment. As the students have to be busy with study, they may not earn that amount of money to repay the loan.

?

In this situation, the forced repayment would be an extra pressure for the students. So, the lenders prefer negotiation with the students. In the negotiation, the lenders set new repayment policy with the student so that the student can repay the paydayloans direct lender with ease and flexibility.

?

Taking benefits of the government:

?

The government of the USA is always helpful to the students. They have various forgiveness programs for students in matters of default. Of the student does well in the academic career, practice medicine, join military, become the teacher of the university or school, they can be forgiven in repaying the loans by the government. So, if you are under these criteria, you can ask for forgiveness from the government if you are a defaulter.

?

Applying for scholarship:

?

If you are a good student as well as a defaulter in paying the student loans, you can apply for a federal scholarship. The federal scholarships forgive the personal loans for people with bad credit so that, you can get out of the default situation. In fact, the scholarship is a reward where a student is forgiven of all debts i\even if he/she is a defaulter in loan repayment.

One Laptop Per Child hasn't exactly been silent about the upcoming release of its XO Touch, but details have thus far been fairly thin.
