Dallas and Washington Meet in the Karma Bowl

So this is it, the regular season finale between the Dallas Cowboys and the Washington Redskins.? The scene is set in snowy Washington,D.C.on prime time. ?These two teams meet to play what I?ll call the ?Karma Bowl?.

Picture this, before the season starts, the NFL and ironically, New York Giants owner John Mara, who is the chairman of NFL?s management committee, was among those who led the charge to take away salary-cap space from the Cowboys and Redskins for an uncapped season. ?After this hit was taken by both teams, ?experts? everywhere?speculated?that this would be the beginning of the end to these two franchises for the 2012 season as it handicapped them during the free agency period. ?After losing appeals, both the Cowboys and Redskins were counted out for any playoff appearances.

Fast forward to tonight?s game, these two teams who were victims of shady NFL dealings are now meeting for a win and get in scenario, for the most post. ?It is a must win and get in for the Cowboys. ?Two teams that were predicted to not go far, had the most to overcome from the start are now the teams who meet on Sunday Night Football for the NFC East Division Title. ?Wonder how bad that burns John Mara and the New York Giants? ?Especially since all off-season and even early on in the season Cowboy fans heard how the Giants were going to repeat.

The Karma Bowl will not be a disappointment to both fan bases. ?It has all the drama the NFL loves, along with a heated rivalry and a win or go home scenario. ?This is what the NFL is about. ?This is why the NFL changed the schedule to have division rivals go head to head in week 17. ?This game will be a slug fest no matter how bad either team is hurting with injuries, everyone will show up to prove the experts and the NFL themselves wrong in counting either team out early. ?This is December football and this is what karma is all about!

IF YOU know someone who deserves recognition for the good deeds they do, you need to do a good deed first and nominate them.

There's only about a week to go before Mackay Regional Council Australia Day award nominations close and in some categories the lack of entries is a real concern, according to corporate communications manager Ken Furdek.

"We often see a noticeable increase in nominations in the first week of the new year, and we're hoping that will be the case this year, but submissions for the two new categories are really concerning," Mr Furdek said.

"These are the South Sea Islander Achievement Award, which is a one-off for 2013 because it marks their 150 years of settlement, and the Environmental Achievement Award.

"The other area where we notoriously struggle for nominations is Sarina, and this happens every year.

"There are a lot of people in Sarina who do a lot of good things, and we need these worthy people to be nominated." Mr Furdek said people may have misconceptions about the type of people who could be nominated for an award.

"This is for people who do something for their community, people who do good deeds, and that can be mowing a neighbour's lawn every week.

"They don't need to be outstanding achievers," Mr Furdek said.

The 2012 Young Citizen of the Year, Cale Hutchins, also is encouraging people to put in nominations.

"Come hell or high water the people of Mackay always chip in," Mr Hutchins said.

"We have some real community heroes and fantastic volunteers out there that deserve recognition, even though they don't do these things for rewards."

S.Africa's rand set to end year on firmer footing

JOHANNESBURG (Reuters) - South Africa's rand edged firmer against the dollar on Monday, cheered by receding worries about domestic economy policy and despite the looming prospect of a fiscal crunch in the United States.

The rand hit a session high of 8.4695/dollar, its strongest level since December 19, and was at 8.4650 by 0705 GMT, slightly up from Friday's 8.48 close.

"The rand continues to trade relatively firmly; we've seen a strong retracement from the sell-off around all the negative sentiment towards the end of the year," said Duncan Howes, a trader at Absa Capital.

The local unit has clawed back significant ground after breaching 9.00/dollar last month as worries that a conference of the ruling ANC would herald radical policy changes added to the negativity brought by wildcat strikes in the key mining sector.

"The ANC conference, if anything, was a little bit more positive. The market is definitely a little bit more positive on the local fundamentals of the country -- there's a lot less fear factor out there," Howes added.

It could rally towards 8.10/dollar in the early part of the new year, but a negative turn in sentiment might push it back to the 8.65/70 area.

Government bonds were flat in very thin year-end trade, with the yields on the benchmark 14-year and three-year issues each steady at Friday's closing levels of 7.27 percent and 5.325 respectively.

With no prospects of domestic news to drive the currency, market focus should mainly be on last-ditch efforts to avert a "fiscal cliff" in the United States which could push the world's largest economy into a recession.

Israel formally indicts ex-minister Lieberman

JERUSALEM (AP) ? Israel's former foreign minister Avigdor Lieberman was formally indicted on Sunday on charges of breach of trust and fraud, allegations that could hurt his political future if he is convicted.

Lieberman resigned his Cabinet post earlier this month after he was informed of the pending charges, though he denies any wrongdoing and remains a member of parliament.

He is accused of trying to advance the career of a former diplomat after the envoy relayed information to him about a criminal investigation into his business dealings.

The ministry released the text of Lieberman's indictment on breach of trust and fraud charges two weeks ago in order to lift his diplomatic immunity. It added details to the indictment on Thursday after receiving testimony that suggested he was more deeply involved than previously known in trying to promote the diplomat. The actual charges, filed in a Jerusalem court on Sunday, remained unchanged.

The diplomat, former ambassador to Belarus Zeev Ben-Aryeh, reached a plea bargain with the state in the case earlier this year.

The indictment did not address the main suspicions against Lieberman that had been the focus of a years-long investigation. Attorney General Yehuda Weinstein ultimately decided that prosecutors did not have a strong enough case to charge Lieberman with illicitly receiving millions of dollars from businessmen and laundering the cash through straw companies in eastern Europe.

While he was charged with lesser offenses, Lieberman's political future could be compromised if the court that hears the case decides to convict him of a crime that carries what is known in Israeli law as "moral turpitude." Lawmakers convicted of such crimes must resign immediately from parliament, then are barred from re-entering politics for seven years.

Lieberman's Yisrael Beiteinu party is running on a joint list with Prime Minister Benjamin Netanyahu's Likud in the Jan. 22 election, and he is expected to be re-elected to parliament. Political commentators had viewed the hookup as grooming him to become a future prime minister. Lieberman takes a hard line on concessions to the Palestinians and perceives Israel's large Arab minority as a threat to the Jewish state.

In other political news, Israel's Supreme Court unanimously rejected an election committee's attempt to disqualify an Arab lawmaker from running for parliament again next month because she took part in a flotilla that tried to breach Israel's naval blockade of the Hamas-run Gaza Strip.

The lawmaker, Hanin Zoabi, enraged many Israelis by joining the Turkish-led Mavi Marmara flotilla, which was stormed by Israeli naval commandos who clashed with pro-Palestinian activists, killing nine. The Israeli military says the soldiers acted in self-defense after being attacked on the deck.

Zoabi was nearly assaulted in parliament by another lawmaker and subsequently was stripped of some of her parliamentary privileges.

Earlier this month, an Israeli elections committee voted to disqualify her from running in next months' election. She appealed that decision to the Supreme Court, which overturned it, as it has rejected the committee's attempts in previous years to bar certain Arab candidates from running.

Lawmaker Danny Danon, who collected thousands of signatures demanding that Zoabi's candidacy be disqualified, accused the court of "backing the Marmara terrorist rather than naval commando fighters."

The court said in its ruling that it would release its reason for overturning the decision at a later date. Under Israel's election law, the court had to issue its ruling by Sunday.

George H.W. Bush moved out of intensive care

Former President George H.W. Bush remains in a Houston, Texas, hospital due to nagging health issues. NBC's Gabe Gutierrez reports.

Former President George H.W. Bush's condition has improved enough for him to be moved out of the intensive care unit and into a regular patient room at the Houston hospital where he has been receiving treatment, a spokesman said on Saturday.

Bush, 88, entered Methodist Hospital on Nov. 23 with bronchitis. He was sent to intensive care last Sunday after setbacks including a persistent fever.

"The Bushes thank everyone for their prayers and good wishes," said a statement from the former president's spokesman.

Bush was the 41st U.S. president and is the father of former President George W. Bush. In a political career spanning four decades, Bush, a Republican, also served as a congressman, ambassador to the United Nations, envoy to China, CIA director, and vice president for two terms under Ronald Reagan.

Bush has lower-body parkinsonism, which causes a loss of balance, and has used a wheelchair for more than a year.

OUYA ships 1,200 developer consoles, opens dev portal

Begone, doubters. OUYA -- the Android-based game console that shattered about 16 Kickstarter records -- has shipped to developers. Some 1,200 of them have shipped to developers. And it's important to stress that these are for developers. (Did we mention anything about developers here? Because we really should.) As you can see in the video above -- and can the same people who "boxed" a device be the ones to do an unboxing video? -- these are limited-edition devices, with transparent plastic and bugs and other things that are going to be completely reworked before production units ship in the spring.

What this milestone represents, of course, is a major step forward for a project funded by regular folks -- you and me -- through Kickstarter, meaning it's kind of a crapshoot as to what we'll actually get, when we'll get it, and how good it'll be when it hits our doorstep. (And full disclosure here: Android Central backed OUYA at the $1,337 level, so we've got one of these dev units on the way.) There won't be any apps on this dev version, but the egg has to come before the chicken. Or maybe it's the other way around.

In other news, OUYA has fired up its developer portal, where you can download the developer kit, upload games and get things ready for launch in a few months. Huzzah!

EPA Administrator Lisa Jackson resigns

WASHINGTON (AP) ? Environmental Protection Agency Administration Lisa Jackson says she's stepping down after nearly four years on the job.

Jackson announced her departure in a statement Thursday. She gave no particular reason for leaving but said she was ready for new challenges, time with her family and new opportunities to make a difference.

Jackson's tenure was marked by high-profile brawls with industry and congressional Republicans over such issues a global warming pollution, the Keystone XL oil pipeline and new controls on coal-fired plants.

She says she's leaving the agency, in her words, "confident the ship is sailing in the right direction."

Jackson is expected to leave after the State of the Union address in late January. Cabinet members looking to move on often leave at the beginning of a president's second term.

Baltimore's Washington Monument Damaged When Dozing Driver Crashes Into Wall

A car crashed into a Washington Monument park wall on Thursday at approximately 10 a.m., overturning and injuring a passenger and damaging the historic monument.

The flipped over four-door gray sedan blocked traffic on Washington Place just south of the 178-foot column to West Centre Street for at least an hour while police investigated and roped off a damaged stone wall in the park's South Garden.

Two men were in the car, which was a rental vehicle licensed in Connecticut, when the driver fell asleep and crashed into the wall, causing the car to flip over, police spokesman Det. Vernon Davis said. The driver was uninjured but paramedics transported the passenger to University of Maryland Medical Center with neck and back injuries.

No one else was involved or injured. Davis did not know if either men wore seat belts. Both air bags in the four-door sedan could be seen visibly deployed at the crash scene, where the bumper and a tire had broken off from the crumpled car.

Police roped off the areas of the park near the accident and warned people that the stone wall was in danger of falling. Davis acknowledged that the historic park was damaged but it was too soon to estimate the extent.

The Washington Monument column was built in 1829. The wall the car struck, just south of the column, is part of the smaller Lafayette Monument, built on one of the park's four squares. Dedicated in 1924, the Lafayette Monument features a bronze sculpture of the famous French aristocrat and military officer riding a marching horse. The Marquis de Lafayette served as a major-general in the Continental Army under George Washington and was also a powerful liaison to France, garnering French support that helped the Continental Army defeat the British.

In a Dec. 5 op-ed article in the Baltimore Sun, Mark R. Fettig, a founding board member and vice president of the Mount Vernon Place Conservancy, dedicated to restoring and maintaining the Washington Monument, said the park had fallen into disrepair and was in drastic need of restoration. Working with the city, his group proposed a $3 million public-private restoration project of which $1.5 million has already been raised.

Andrew Dice Clay On 'Indestructible,' His Comeback And Why He Hates Internet Porn

This New Year's Eve, audiences will have the opportunity to see the first new Andrew Dice Clay stand-up special in 17 years. During his heyday in the 1980s, the Brooklyn-bred comedian was one of the most popular and divisive figures in pop culture, but Clay had been largely out of the public eye since the '90s after his stand-up career faded and his film career fizzled. But in 2010, he played a thinly-concealed version of himself in an arc on the final season of "Entourage" to much acclaim. Surprising many, his next big job came in the form of a dramatic role in the currently untitled next Woody Allen film.

We spoke to Clay about how he prepared for his new special, how he balances his family life and career and why he really, really hates Internet porn. "Indestructible" airs on Showtime on Monday, Dec. 31 at 10 p.m. EST.

Andrew Dice Clay: [laughs] Yeah?

HPC: Why is that funny?
ADC: I didn't do anything for many years, and then when I did "Entourage" I was ready for the onslaught from the press. But it was a lovefest. I was like, are they goofin' on me? Is this for a goof? I got a sense of humor about stuff, so it was like, this is too good! I'm waiting for the hammer to fall, and then I go, well, they'll see the special and things will go back to normal. But, people seem to be diggin' it.

HPC: It's pretty much just classic Dice.
ADC: I've always had my voice as a comic. I was never that into politics, or prop comedy. I'm a Brooklyn guy onstage, and I try to really feed my fans with the kind of material they expect from me. If Seinfeld got dirty, people would be like, what's this about? There was no way I was going to clean it up. I'm very real up there. I might do cartoonish sexual jokes, but it's my way of saying what's going on in the world. How people are animals, really.

HPC: Has that view changed since you started out? That people are animals?
ADC: A thousand percent. Like I say in the special, people have always been animals when it comes to sex. But since the Internet, it's become really out of control, in my opinion. I know this will sound crazy, but I tried, and I think succeeded, in sheltering my own sons from the Internet when they were very young. I remember having a conversation with my son, who's now 22, where I said, "I can't stop you from sneaking around and going on the Internet. But I'm your father and I won't lie to you. The things you see on the Internet can twist your mind for life." And I have kids who listen to me, so they did stay away from it. Everything out there is just heinous. I just don't feel like parents are guiding their children in that way.

HPC: What do you think parents are doing wrong?
ADC: I lived in Beverly Hills for years. I always had a line, "I hate the rich." From what I witnessed after living there for 15 years, these people just don't raise their kids. I used to see the lineup of cars in front of the schools and it was all the nannies. And I'd hear all the stories of, "My parents were in this country and that country," and I'm just thinking, who the fuck is raising you? By the time the kids are 15, they're drunks and they're drug addicts and they're getting chicks pregnant. The parents wonder, "What did I do wrong?" What you did wrong was, you were never there. You had the kid as a status symbol, that's what went wrong. You sent your kid to boarding school, that's what went fuckin' wrong. And you're paying the price for it.

HPC: Your kids open for you in the special. Why did you decide to let them do that?
ADC: They put so much into their music. They've been active for years and really dedicated themselves to it. We're a very tight, close-knit family. Years ago, Rodney Dangerfield gave me the opportunity to be in the "Young Comedians" special, and I felt like [my kids] were ready for people to see them.

HPC: Were your parents supportive of your performing career?
ADC: My dad, who passed away a few years ago, was my manager. Even though I was with bigger management in L.A., I didn't make a move without my father. My mother was the one who totally got behind me as far as, do things and ask questions later. My father would say, I don't care how dirty you are up there, just be funny. Because they knew me offstage. They knew I was a good guy. They also understood what was starting to happen in the world of comedy, and they knew my whole plan of becoming the most exciting comedian, visually, ever. A real rock-and-roll stand-up comic.

Comics, as good as they might be, they didn't know much about performance. There aren't too many comics you could watch for an hour without getting tired. They might have good material, but it's about theater to me. That's why it was always about... as my career got bigger, the jackets became more elaborate, it became more Elvis-y. I really didn't study comedians. I studied rock stars and actors. And when I got into comedy, which was really for acting, I would see the guys who would be considered great today. Like Seinfeld -- as a clean comic, it doesn't get better -- and Larry Miller, and guys like that. They were great, but after a few minutes I could get kind of bored because they wouldn't move around. The dress code was boring to me. I didn't want to see the guy next door when I'm watching a performer. I wanted to see someone I would pay a ticket for.

HPC: Who are some young guys you pay attention to?
ADC: I really don't. I don't follow it at all. I hear about different guys, but I don't know their routines and I don't really follow them. If Guns 'N' Roses are in town, I'll see them. But I never go see a comic. The only one I'd ever really want to see is Don Rickles. He might be 80 years old, but he blows everyone out of the water.

HPC: What were your expectations going into this special?
ADC: I really prepared for this for a couple of years. I knew the day would come that I would want to do this again, and I really only wanted to do one more special. I wanted to create for people what I would call a very exciting rock-and-roll comedy special, and that we'd do it as a family and it'd be on film forever.

From my end of it, I had to prepare physically, and material-wise. I put a couple years into updating the kind of stuff I was doing. Between my ex-fiance Eleanor and meeting my current wife Valerie, there was a lot of dating that went on. That's when I realized the whole world has really spun. Women are now more aggressive than men! And I don't put them down for it. I think it's great. My attitude with sex with any woman I've ever been with is, I want you to be exactly who you want to be behind closed doors. Don't ever hold back with me. And comedic material comes out of that. That's why I bring up the book "Fifty Shades of Grey." I said, "You hide and you read that book while your husbands are at work. I had my wife read that book to me while she was sittin' on my [penis]." If you hide what you really are, then there's going to be problems in marriage down the road. I don't mind if a girl is aggressive. It's just sex.

HPC: Have you always been like that?
ADC: I've been like that since i was ten. I went to "school" when I was a kid, that's what i say. I was 17 years old, and i had a fight with one of my first girlfriends. She's telling me, I'll say it nice, she was complaining how i never gave her an orgasm. And I'll never forget thinking, that's never going to happen to me again in my life. So I would I go with women, 28 years, 35 years old, and I told them, you teach me what feels good and I'll do it. I had notebooks.

HPC: Do you think men have gotten less aggressive?
ADC: I think that a lot of men, especially once they're married, feel like their girl is just who she is, so don't treat her too special. They shut her off, and having sex before you go to bed is like a sleeping pill. I always say, you're supposed to remember the reason you even asked that girl out.

HPC: That's good advice.
ADC: Think of that moment when you looked at her and said, "I gotta have that person in my life." If you start letting that go -- there's no relationship. You walk into my bedroom at night, it looks like a nightclub. There's all kinds of lighting effects, there's all kinds of music. I want them to feel like they're in for a show. I believe in romance.

HPC: Do you think people can sense that?
ADC: I think they can tell. You have certain people in this country who will listen to my act and take the material like it's gospel. I'm not too crazy about that kind of fan. But the couples who are sitting there just laughing, they are the ones who are thinking, "It's just a joke, but that's so true." Those are the ones I love, who know it's a goof.

HPC: You recently finished filming a role in the next Woody Allen movie. What was it like working on that?
ADC: He doesn't like us to talk about the movie, but it's a pretty heavy flick. It's not a comedy from what I understand. Woody saw me on "Entourage," that's why he called me for this part. He knows who he wants in his movies. If I had to describe working on the movie in one word, it would be "thrilling." To work with one of the great filmmakers of all time is thrilling. He's one of the guys I would have loved to have worked with years ago, but there was so much backlash to what I did. I hadn't done a movie in 12 years, I didn't think I'd ever do a movie again.

I've had comebacks before, but this is an absolute resurgence. I'm about to sign contracts for a book deal, it's an autobiography. And producers and directors in Hollywood are interested. Twenty years ago, Chris Rock would say to me, "Where's the Dice movie?" I said, "Chris, I'm only 40 years old. I gotta live a little."

Pakistan skipper Mohammad Hafeez was happy with the way debutant pacer Mohammad Irfan bowled against India in the first T20 International?here in Bangalore, which the tourists won by five wickets.

After being put into bat, Gambhir (43) and Rahane (42) started cautiously, taking the side to 77 without loss in 11th over. However, once the duo departed, India's middle and lower order was badly exposed by the Pakistan bowlers. The last seven wickets of India fell for just 30 runs, as the hosts faltered from 77 for none to 133 for 9 at the end of 20 overs. No other batsmen could get past the 10-run mark.

"The batsmen got out trying to play big shots. We could have easily scored 200 if we had applied ourselves," Dhoni lamented at the post match press conference.

Pakistan? batting great Hanif Mohammad, on Tuesday lavished praise on Indian batting prodigy Sachin Tendulkar, describing him as the best batsman he has seen in his life.

The 78-year-old former Pakistan Test cricketer also rated the 39-year-old Maharashtra batsman better than the Australian batting great Sir Donald Bradman.

"I am one of those fortune people who have seen Bradman and Tendulkar bat in my lifetime and in my opinion Tendulkar is the best batsman I have seen in my life," Hanif, a veteran of 55 Tests, told media reporters here in Karachi on Tuesday.

WASHINGTON (AP) - US home prices rose in most major cities in October compared with a year ago, pushed up by rising sales and a decline in the supply of available homes. Higher prices show the housing market is improving even as it moves into the more dormant fall and winter sales period.

The Standard & Poor's/Case-Shiller national home price index released Wednesday increased 4.3 percent in October compared with a year ago. That's the largest year-over-year increase in two and a half years, when a homebuyer tax credit temporarily boosted sales.

Prices rose in October from a year ago in 18 of 20 cities. Phoenix led all cities with a 21.7 percent gain, followed Detroit, where prices increased 10 percent. Prices declined in Chicago and New York.

Home prices fell in 12 of 20 cities in October compared with September. Monthly prices are not seasonally adjusted, so the decreases reflect the end of the peak buying season.

Still, the broader trend is encouraging. October marked the fifth straight month of year-over-year gains, after nearly two years of declines. Prices rose in mid-2010 in the final months before the tax credit expired. They had fallen sharply in 2008 and 2009.

"It is clear that the housing recovery is gaining strength," said David Blitzer, chairman of the index committee at S&P Dow Jones Indexes.

The improvement in housing is adding to economic growth and most analysts expect that to continue in 2013.

But automatic tax increases and spending cuts that are set to take effect next week could drag down growth. The White House and Congress have so far failed to reach agreement on a way to avoid the "fiscal cliff." President Barack Obama and congressional lawmakers will return to Washington on Thursday to resume talks.

"We expect home price appreciation to continue for the foreseeable future, because inventories are lean amid rising sales," said Joseph LaVorgna, chief U.S. economist at Deutsche Bank. "This assumes that a resolution to the 'fiscal cliff' is found ... otherwise, the recent positive trend in housing would most certainly be in jeopardy along with the rest of the current economic expansion."

Prices nationwide have recovered to about the same level as in the fall of 2003, according to the Case-Shiller index. They remain about 30 percent below the peak reached in the summer of 2006.

The S&P/Case-Shiller index covers roughly half of U.S. homes. It measures prices compared with those in January 2000 and creates a three-month moving average. The October figures are the latest available.

Solid gains in home prices have helped drive a modest recovery in the housing market. Rising prices encourage more potential buyers to come off the sidelines and purchase homes. And more people may put their homes on the market as they gain confidence that they can sell at a good price.

Higher home prices can also make homeowners feel wealthier and more likely to spend more. Consumer spending accounts for about 70 percent of the U.S. economy.

Steady job gains and record-low mortgage rates have also helped propel the housing recovery. And the low supply of houses for sale is encouraging builders to start work on more homes. That should lead to more construction jobs.

The pace of home construction slipped in November but was still nearly 22 percent higher than a year earlier. Builders are on track this year to start work on the most homes in four years.

Builder confidence rose in December for a seventh straight month to the highest level in more than 6? years, according to a survey released last week by the National Association of Home Builders/Wells Fargo.

Soft Bounce: A soft bounce means that the server rejected the email, but for a temporary reason, such as the recipient?s mailbox is currently full or the server is currently down.

It?s important to keep in mind that open rate can sometimes be misleading. This is because with certain email clients, such as Outlook, someone can view an email in their preview pane but not technically ?open? it. If this is the case, it won?t be counted in your open rate.

Total Click-Throughs: The total number of times a link within an email has been clicked. (AP) ? Covering nearly 300 football fields in a remote patch of desert, the Shams 1 solar project carries off plenty of symbolic significance for the United Arab Emirates.

It will be the first, large-scale solar project in the oil-rich country when it is completed at the end of the year, and the largest of its kind in the Middle East. At full capacity, the 100-megawatt, concentrated solar project will be able to power 20,000 homes. For those behind the project, it's the surest sign yet that solar is coming to the region in a big way.

"We truly believe solar will be a major contributor to meeting our own requirements," said Sultan Ahmed al-Jaber, the UAE's Special Envoy for Energy and Climate Change and the chief executive officer of government-funded Masdar, which is the majority investor in the project.

"We are not like many other countries today that are in desperate need for complimentary sources of power," Jaber said, adding Abu Dhabi plans to generate 7 percent of its electricity from renewables by 2020. "We are looking at it from strategic point of view ... we want to become a technology player, rather than an energy player."

With its vast deserts and long stretches of sunny days, the Middle East would seem to be an ideal place to harness solar energy. But until now, the region has largely shunned solar because it has cost about three times more than heavily-subsidized fossil fuels. There are also few laws in place to regulate solar power and it faces some unique technological hurdles, given the Middle East's harsh climate, which is much hotter and dustier than say Europe, where solar thrives.

But technological advances have pushed costs down dramatically, and many oil-gas rich countries are reconsidering renewables amid growing demands for power to fuel their booming economies and rapidly increasing populations. There are also fears, especially in Saudi Arabia, that their once seemingly limitless oil resources may have peaked and they could one day become net oil importers. Countries also understand they can get much more revenue for their oil ? as much as $90 a barrel at current prices ? if they export it rather than use it domestically.

"We are in the middle of a radical rethinking of the energy future of the region," Adnan Z. Amin, director general of the Abu Dhabi-based International Renewable Energy Agency, told The Associated Press.

"One of the real wake up calls for Saudi Arabia, which is a heavily hydrocarbon country, is that they are seeing their current energy demand growing at such a high rate that they risk becoming a net energy importer in 20 years. That would be a major economic issue to deal with."

Amid the buzz over solar, countries have begun rolling out ambitious renewable targets.

Egypt and Qatar which say they will produce 20 percent of their energy from renewables by 2020 and 2024 respectively. Algeria has plans to produce 22,000 megawatts of power from renewables between now and 2030. Saudi Arabia announced targets of 10 percent by 2020 and Kuwait 15 percent by 2030.

Tarek El Sayed, a principal with the consulting firm Booz & Company, projected that countries in the Middle East and North African could become significant renewable energy players in the coming decades.

Although he said in a report that the sector is currently "underfunded or not funded at all," several projects across the region are on the drawing board and El Sayed expects Egypt, Libya and Saudi Arabia to be big players along with the smaller Gulf countries like the UAE that are investing heavily in the sector.

"If you had talked renewable energy five or six years ago to anyone in the region, they would have said, 'come on we can't do that. It's like shooting ourselves in the foot. We are our oil producers.' Today, nobody would tell you that," El Sayed said.

Vahid Fotuhi couldn't agree more. A longtime proponent of solar in the region, he first worked for an oil giant struggling to sell solar in the region before it gave up on the project a few years back. He has since joined an American solar systems provider, Alion, which set up shop the region six months ago. Fotuhi, who also heads the Emirates Solar Industry Association, admits he is desperate to get a "piece of the pie."

"The real prize is Saudi Arabia," Fotuhi said, noting that it has promised to build 41,000 megawatts of capacity by 2032. "Anyone who is looking at the Middle East will have their eyes sharply focused on the Saudi market. It's the 800-pound gorilla of the Middle East solar market."

But not everyone is so bullish.

Imen Jeridi Bachellerie, a researcher associated with the Gulf Research Center in Geneva, questioned some of the renewable targets as overly ambitious adding that countries would be better off focusing improving energy efficiency of buildings and upgrading existing infrastructure before investing heavily in renewables. She said they will need years to change attitudes about energy, offer significant subsidies that would make solar competitive with fossil fuels and develop the regulatory framework required to help the industry thrive.

"I don't think there should be a rush to renewables," said Bachellerie, warning that a hasty push into the field without first sorting out technological glitches could pose problems.

To some degree, governments in the region understand this.

On the sidelines of U.N. climate talks, Qatar Science & Technology Park, GreenGulf Inc. and Chevron Qatar inaugurated a solar testing facility. The 35,000-square-meter facility will be used to determine what types of solar are best for the region, looking at how dust, heat and humidity impacts various technologies. Qatar, a tiny desert nation which has promised to host a carbon neutral 2022 World Cup, also is looking at ways to make solar more efficient.

"We are one of the biggest believers in solar," Abdullah Bin Hamad al-Attiyah, a former Qatari oil minister who is the president of the climate conference, told reporters. "We have technical problems with solar but I'm a big believer that technology will solve it."
